Lisa Freese is a SPEP™ Implementation Specialist at the EPIS. Her role is to support Pennsylvania’s Juvenile Justice System Enhancement Strategy (JJSES) by administering the Standardized Program Evaluation Protocol (SPEP™) to services offered statewide to juvenile justice involved youth. In 2015 she was certified as a Level II Trainer of the SPEP™ by Vanderbilt University. She works closely with county juvenile probation department staff and service providers in developing improvement plans to increase the effectiveness of services provided to youth.

Lisa holds a Bachelor of Science degree from Penn State University in Administration of Justice, and a Master of Science degree in Administration of Justice from Shippensburg University. She has 25 years of experience in Pennsylvania’s juvenile justice system.  Lisa began her career as a juvenile probation officer and went on to work for three residential and community based service providers. She has more than twelve years of experience in state government, providing training and technical assistance to juvenile justice professionals, both as a juvenile court consultant and Director of Policy and Program Development for the Juvenile Court Judges’ Commission. She was also a consultant for the Pennsylvania Commission on Crime and Delinquency’s Office of Juvenile Justice and Delinquency Prevention.
